You don't usually see social networks making changes to their TOS or their layouts, unless they are secure that their membership base won't balk at the changes.
Facebook tried changing their TOS a few weeks ago. They changed their minds when ownership of content became an issue, but they still changed their page layouts.
Is this a sign that memberships are leveling off and, as a result, traffic from these sites might be slowing significantly?
