i need to add a few function in my website, but i do not know the codec, can anybody help me?

i want to add:
1.chat box or space for comment
2.highlighted, marque, blink text

just a html, someone teach me just search online, now i already get what i want, except the code for comment box/ chat box.
now site already launced, but i still working on it to do more improvement.
