I was thinking about putting soudns on my site, not really music but just sounds; background sounds, does anyone know how I would go about this. Is it the same thing as me putting music on my site?

Keep in mind that background sounds usually gets down the time a website takes to download on a browser, I personally hate background sounds...Of course it's my opinion

Yes it is the same as putting the sound as you put the music or songs. You can even record your own voice and embed them into your site similarly.
But this consumes lot of bandwidth , hence slows your site putting more load on the server hence browser on client side.

I think that could be an effective addition to your site, depending on what kind it is.
In the last week or so, I've been noticing spoken audio advertisements at a few sites, which I'm not a fan of.

I personally wouldnt do it. You cant never be sure if all of your visitors will like it. Many of them might find it annoying and stop visiting your site.

I agree with those above, I would not put sounds on your website. When I go onto a website with sound, it irritates me. I tend to turn my volume all the way off. If a person is listening to music while they are browsing your website, they'll have to choose whether to listen to their music in peace or listen to your site. There are many times when I've clicked off of a website simply because I hated the music coming from it!

It took me like 5 minutes to open my site with the annoying background music, that I decided to remove it. It may look good for you, but for others, it isn't.
What can you do is put a playlist instead, so when there's someone who likes to listen music, they can do so by pressing play. And that would be also good for the ones who doesn't really like music, they can just leave your playlist.

encode the sound in a flash file...
it will load faster and does not affect the loading of the rest of the webpage

Not all people know how to install it through flash. And, some sites don't allow flash, especially free hosts. They just might not be able to support that.
But even so, If you're gonna ask me, I'm gonna turn the volume off.
